Pricing and Fees

Our region has had a great deal of success with our two-stream waste system in the past, with over 700,000 tonnes of material diverted from our landfill since 1996. We know our residents are happy with our current system and want to continue to participate and do their part. At the same time, we have been asked by our Board, a number of our Municipalities, and residents, to find a way to include apartments and businesses in our recycling and composting systems. With our current system, our recycling and composting plants are running at capacity processing only residential blue and green bags. In order to bring in more material from apartments and businesses, we will either have to expand and upgrade the plants at a multi-million-dollar cost, or reduce the amount of material currently being processed in them. 

Eco360 sees the change to a three-stream system as a win-win for residents. First, by removing the garbage from the blue and green bags, we reduce contamination of recyclables and compost. So from the residential material alone, we will have more recyclables and better quality recyclables and compost. The second win is that by removing the garbage from the bags, we free-up space in our plants to process more material from apartments and businesses.

The current system only processes 30% of the waste generated in our region through recycling and composting plants. The new three-stream system allows us to expand into commercial waste and create a cleaner recycling stream.

In response to requests from Eco360’s Board of Directors, our Municipal partners, and the public, we are proposing this change to the waste sorting system to allow inclusion of commercial and apartment waste. Currently, most of the material processed through our recycling and composting plants is residential material from single family homes. With that, we are running our facility at capacity. This represents only 30% of the total material we receive on-site; thus 70% of the waste generated in our region is from the Industrial, Commercial and Institutional (ICI) sectors and is, for the most part, landfilled. As we are running at capacity with only residential waste, in order to process more commercial material in the recycling plant we would either have to expand and upgrade the facility, at a substantial cost or reduce the amount currently moving through the plant.

The proposed third bag will reduce the amount of material running through the plant by about half leaving room for a substantial amount of waste from the ICI sectors and apartments. This will allow us to increase the amount of ICI waste processed without a multi-million-dollar expansion of the recycling and composting plants.

The new system will allow Eco360 to finally bring apartments and other ICI material to the recycling and composting plants without the multi-million dollar expansion.

The confusion around the Blue/Green system has always stemmed from the material that is neither recyclable nor compostable and deciding in which bag it will do the least harm. Everything you throw out is either recyclable, compostable, hazardous, or just garbage. With a two-bag system, we have always had to put garbage in with our recyclables and our organics which was never intuitive and leads to contamination of the compost and recyclables.

We believe that adding a third bag for garbage makes sorting more intuitive and more flexible. If you know what you’re throwing out is not recyclable, not compostable, and not hazardous, it belongs in the third bag. A concise and clear list of what is recyclable, what is compostable, and what is hazardous will be provided to every home before the launch date and anything you throw out that does not show up in those lists, belongs in the third bag. Essentially, if you’re not sure, or it’s not clear, it goes in the third bag. Simple.

The 3rd bag is for all material that is not recyclable, compostable or hazardous. This bag will contain all material which is not dangerous and cannot be recycled or marketed for another use in some way. The 3rd bag will not be processed through the recycling or composting plants. By doing this, the material coming into these plants will be cleaner (less waste contamination), easier to recover, and there will be less material going into the landfill.

Some examples of what goes in the 3rd bag include: vacuum bags, dirt and dust, diapers, hygiene products, broken dishes, chip bags. In other words, all waste that is not recyclable, compostable or hazardous goes into the 3rd bag.

Eco360 has looked into a cart-based collection system for residential waste and has found that both bags and carts have pros and cons. As a region, we have successfully used bags for decades and our collection and processing system is adapted for a bag-based system. A change to a cart system would require significant investment in the purchase, distribution, and management of the carts, as well as large-scale investment in new collection trucks and vehicle re-fit to accommodate this type of collection. At this time, we feel it is best to make changes to our system one step at a time. Once the 3-Stream waste system is up and running, we can look to future improvements.

Eco360 and its municipal partners currently have a collection and processing system tailored for bags. However we plan to look into the change as a future improvement.

Through extensive research, Eco360 has found that a 3-Stream waste separation system is by far the most widely used in North America and produces the highest rates of diversion from landfill. Although this system is not used everywhere, it is common in Nova Scotia, Prince-Edward-Island, Quebec, Ontario, and British Columbia. The widespread use of 3-Stream and its proven success makes us confident this is the right system for our region. It will make solid waste management in Southeastern NB easier, better, more sustainable and more efficient well into the future.

The 3-Stream system is quite successful in other parts of the country and has consistently proven to be one of the most effective and efficient waste separation systems.

Eco360 has looked into the cost of bags quite extensively and has determined that adding a third bag will not represent a significant cost increase for residents of our region. This is because you will not be producing any additional waste, simply re-organizing it between three bags instead of 2. Using the most conservative estimate, adding a third bag to the current system will cost and additional $25.00 per year (or $0.48 per week). This estimate is based on residents putting bags to the curb that are not full. Using a more realistic estimate, if you wait for your bags to fill before putting them out for collection, the additional cost could be less than $1.00 for the whole year.

Adding a third bag will not represent a significant cost increase for residents as you will not be producing additional waste, simply re-organizing it into three bags instead of two.

Although the addition of a third stream of waste will make sorting more efficient, Eco360 does not plan on eliminating sorting jobs in the recycling plant as a result of the implementation of a third garbage bag. As the amount of residential material being processed through these plants decreases, we will be bringing in additional material from the apartments and industrial, institutional, and commercial sectors. If there is a need to reduce the number of sorting jobs, they will simply be repurposed to additional services the Commission will be providing.

There will be no job loss as a result of the implementation of the 3-stream program.

Eco360 recognizes that our homes have been carefully thought out and laid out for a 2-Stream waste system and that adapting our homes to a new system can be difficult. Because of this, we have developed a number of suggestions and ideas for adapting your kitchen or household layout for a 3-Stream system. Some of these suggestions include:

In different areas of your home, use only whichever bag best suites the waste generated in that area, i.e., only a garbage bag in the washroom, only a recyclables bag in the home-office or common areas, etc. There is no need for three bins or bags in every room of your home.

Convert your two under-sink bins in the kitchen to Organics and Garbage to capture most of your kitchen waste.

If you have the space, try using one large bin for recyclables (maybe in the garage or a hall or entrance closet).

Since your recyclable waste should be clean, you can keep a larger amount for a longer period of time and won’t have to worry about smells.

There is no need for three bins in every room of the house. As you get used to the new system, you will find the solutions that fit your household best.

Eco360 recognizes that the addition of a 3rd bag is a substantial change in a long-standing system and residents will need help getting used to it. With plenty of time before the changes take effect, we will launch an extensive public education and awareness campaign. Part of this campaign will be a mail-out to every household in the southeast region with a sample package of blue, clear, and compostable bags, a collection calendar, and a full sorting guide. In addition to receiving a sorting guide in the mail, it will be available for download on our website as well as municipal partner websites. If for any reason you do not receive a sorting guide or you would like more, contact us and we will mail one out to you.

A new sorting guide will be delivered to each home and be easily accessible on line.

Commercial clients may deposit non-sorted and non-recyclable waste at the Sanitary Landfill for a charge of $85/Tonne.

Commercial clients may deposit construction and demolition waste at the C&D Landfill for a charge of $25/Tonne. C&D Waste includes: asphalt shingles, gyproc and drywall, untreated wood, siding, windows, concrete and brick, toilets, bathtubs and plumbing fixtures.

Residents may deposit household hazardous waste for free at the HHW site. HHW include: Acids, chemicals, batteries, CFL light bulbs, fuel propane tanks, paint etc. Refer to sorting guide for complete list.

Eco360 offers mobile HHW depots. Refer to schedule for dates in various regions.

Commercial clients may dispose of their hazardous waste at EnviroSystems located at our site. Please call (506) 862-2750 for more information.

Commercial clients and residents with large quantities may dispose of their yard waste and clean sorted wood at our yard waste site for $10/tonne.

Clients may dispose of their household appliances at the household appliances disposal site for $80/tonne. Household appliances include: stoves, ovens, refrigerators, freezers, washers and dryers, and dehumidifiers.

Tires may be disposed of at the tire disposal site for $80/tonne.

Clients may dispose of E-Waste items at the E-Waste disposal site for $80/tonne except for monitors which are $10/unit. E-Waste includes: computers, cell phones, small kitchen appliances like toasters and coffee machines, TV consoles etc. Refer to sorting guide for complete list.

The Public Drop-Off Area may be used for residents and smaller commercial clients for safe disposal of various materials.

All blue bags are transferred to the MRF in which the bags are opened and recyclables are recovered through both manual and mechanical sorting processes. The recovered materials are sold and ultimately recycled into new materials and products. Materials include: PET and HDPE plastics, metals including steel and aluminum, plastic film, electronic waste, newsprint and cardboard.

In 2015 we recycled over 10,000 tonnes of materials comprised of paper, cardboard, plastic containers, metals, milk cartons and more. This represents 7 full tractor trailers leaving our site every week full of recycled material.

All green bags are transferred to the composting facility in which they are opened and screened for non-compostable material. The organic material is thereafter composted indoors up to 45 days to kill pathogens and seeds. The compost is thereafter transferred to outdoor window composting before it's tested and classified.

In 2015 Eco360 produced over 8,000 tonnes of Class B compost.

Yes, Eco360 offers free pick up of clean sorted and bundled cardboard. Please provide us with your name and contact info and we'll call you up when we have a vehicle available for pick-up.

Only Blue, Green and Clear bags will be picked up at curb side. Green bags are picked up every week whereas blue bags and clear bags are picked up on alternating weeks. Potential reasons for bags not being picked up:

• Wrong type of bag for the week, e.g. blue bag on clear week or clear bag on blue week.
• Black bag. (Only Blue, Green and Clear bags are picked up).
• Bag contained hazardous materials like propane tanks, chemicals or paint.
• Bag was too heavy.

It is the resident's responsibility to ensure the integrity of the bag can handle its waste and weight. This is also true for compostable bags.

Southeast Eco360 does not collect waste and so we do not make decisions about collection cancellations. For information regarding collection delays and/or cancellations, please contact your Municipality or the Department of Environment and Local Government, if you live in a local service district. We strive to minimize the environmental impact in many ways and are always looking at options to further reduce the environmental footprint. For example:

Our Landfill is designed by experts to collect and treat harmful substances that are produced when garbage decomposes. 

• A liner is constructed using soil and plastic geomembranes to collect the liquid which is called leachate. 
  • It is treated on-site and then sent to the Trans Aqua for further treatment. 
  • We recently completed a $3.6 million upgrade on our leachate treatment facility
• Landfill Gas (mostly methane) is currently collected and flared on site. 
  • We are finalizing an agreement to purchase a 1.0 MW generator which will burn the landfill gas and produce electricity which will be sold to NB Power.
  • We will be producing enough electricity to power over 300 homes in addition to what is consumed on site!
  • Global warming potential of landfill gas is 20 to 25 times more powerful than that of Carbon Dioxide (CO2).

By diverting more recyclable and compostable material from our landfill we extend the operation life of the landfill, thus reducing the footprint required for landfill space.

Since 1996 over 700,000 tonnes (12 football fields at 50 ft high) of material have been diverted from landfill, including compost, recyclables and C&D waste. This represents the equivalent of 3 new landfill cells and a cost savings of over $6 million.

Yes, properly sorted recyclables and organics can be disposed of at $75/tonne compared to a regular landfill tipping fee of $85/tonne. This cost differential is expected to increase year by year.

Sorted recyclables should be put in a blue transparent bag or unbagged.

Sorted organics should be put in a green transparent bag or unbagged.

Garbage may be put in any type of bag or unbagged.

Should the waste be picked up at curbside then the rules for residents apply.

We understand that different types of ICI consumers have different types of waste streams. For example:

A restaurant may only need an organics stream and put the rest as garbage.

An office may only need a recyclables stream for paper and cardboard and put the rest as garbage.

Loads may be audited on the tipping floor. If visually determined to contain more than 25% rejected material they will be rejected and a landfill charge of $85/tonne will apply.

Should the load be deemed too contaminated to be processed you will also be charged additionally to have the entire rejected load be transferred to landfill at an additional charge of $50/tonne.

Yes. We ask that you scrape off any dirt and rinse for a few seconds so that it's clean enough to not drip/contaminate other items in the blue bag.

For aluminum foil, scrape excess food waste off and fold so as to keep clean side out. The little food waste that remains in the foil is not a concern.

For plastic jars like peanut butter jars we ask that you empty the jar and scrape out the excess material. Add a bit off water, close the top and shake for a few seconds and then empty water. What that remains in the jar is not a concern for us.

Paper plates are to be scraped, rinsed and put in the blue bag.

Pizza boxes are to be emptied, scraped clean and put in blue bag.

Smaller amounts can be put in your green bag. Larger amounts, like that from a deep fryer, should be brought to our Household Hazardous Waste Depot or Mobile Unit.

For operational reasons we ask that you bring your grocery bags to recycling depots or back to your grocery store. Grocery bags and other plastic bags can also be brought to our Eco Depot or Mobile Depots for recycling.

Glass jars, bottles and broken glass all belong in your garbage bag. Glass is not recyclable in our region as there is no market for it. If you can, reuse your glass products or donate them for reuse by someone else. You can also bring all your glass beverage containers to a redemption centre for your deposit refund and many of the beverage containers received in that system are sanitized and reused.

These materials are both recyclable and compostable. They are dry and mostly clean (i.e., will not drip food or dirt onto other recyclables), we prefer them with the recyclables. If they are soaked with food, or other yucky stuff (like pet waste, vomit, cleaning products, etc.), we prefer them with your organics.

For operational reasons we ask that residents and businesses put cables and rope in the garbage bag. Wires, like clothes lines can be brought to our Eco Depot or Mobile Depots for recycling.

Pet waste is preferred in the 3rd clear garbage bag but will be accepted in the green organics bag on off-weeks as long as there is no plastic attached. This includes dog poop, cat litter, hamster bedding, bird bedding, etc. For example, dog poop may go in the organics bag as long as it is either loose, without a plastic bag, or tied up in a certified compostable/biodegradable bag. For cat litter, it may go in the organics bag as long as there is no plastic liner bag attached. Pet pee pads are not acceptable in the organics bag, they must go in the garbage bag because of the plastic attached.

All textiles should be put in the garbage bag. However, we encourage reuse and there are many organizations accepting donations of clothes. You can also bring items worth reusing to our reuse centre as we cooperate with charitable organizations at our Eco Depot.

Furniture is classified as bulky waste and needs to be brought to our Eco Depot at a charge of $85/tonne. You can also bring items worth reusing to our reuse centre as we cooperate with charitable organizations at our Eco Depot.

The HHW Depot is free for residents and the following type of materials are accepted:
