Why don’t we use bins or carts instead of bags? 

Eco360 has investigated a cart-based collection system for residential waste and has found that both bags and carts have pros and cons. As a region, we have successfully used bags for decades and our collection and processing system is adapted for a bag-based system. A change to a cart system would require equipment and facility overhaul and investment in the purchase, distribution, and management of the carts, as well as large-scale investment in new collection trucks and vehicle re-fit to accommodate this type of collection. Because of that, we feel it is best to make changes to our system gradually.
